Empirical validation of the reform of Angolan civil procedural law: combined application of SWOT and IADOV matrices

Abstract
This study examines the need for reform in Angolan civil procedural law through an empirical and multi-methodological approach, moving beyond purely dogmatic legal analysis. It proposes the integration of the SWOT matrix (qualitative strategic diagnosis) with the IADOV technique (quantitative validation of consensus) to reduce interpretive subjectivity and provide a scientific basis for legislative decision-making. Data were collected from 23 Angolan legal experts using a validated instrument. The results showed excellent internal consistency (Cronbach’s α = 0.922) and strong technical consensus, reflected in a Group Satisfaction Index of 0.89 (“Clear Satisfaction”). The integrated analysis revealed a high level of agreement on the urgency of three main reform axes: dejudicialization, procedural digitalization, and strengthening of mediation. The findings indicate that the SWOT–IADOV combination provides empirical robustness to modernization proposals, confirming civil procedure reform as a practical and scientifically grounded necessity in contemporary Angola.
